Background: The Department of Homeland Security (DHS) Directorate of Science and Technology (S&T) was established by the Homeland Security Act of 2002. S&T’s mission is to improve homeland security by providing state-of-the-art technology to the operating components of DHS as well as to first responders and officials throughout the nation. To this end, S&T develops and manages programs ranging from basic research through technology transition. S&T is also charged with ensuring the coordination of the government-wide homeland security research portfolio. The Report of the House Appropriations Committee accompanying the House version of the DHS Appropriations Act For Fiscal Year 2008 mandates a review by the Academy of both the efficiency and effectiveness of S&T in addressing homeland security needs, as well as an identification of the opportunity costs that may result from the increasing prominence of homeland security priorities in the federal research portfolio.
Project Description: The academy will review a number of aspects of S&T operations. These will include S&T’s overall approach, priorities, criteria for awarding research contracts, methods for gathering information from its customers concerning their needs, and interaction and collaboration with other government and non-government entities related to this research. In addition, the Academy will document the growth of homeland security research budgets over time, and the potential opportunity costs affecting other types of federal government sponsored research. Academy findings and recommendations will be reported in June 2009.
